The Grant Management Solutions (GMS) project, which works with the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) through the United States Agency for International Development (USAID), provides technical support to countries experiencing challenges implementing grants from the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund).

GMS was awarded in October 2012 to a consortium led by Management Sciences for Health, Inc. (MSH) and which included International HIV/AIDS Alliance, PACT, Futures, Abt Associates, and Midego as Tier 1 partners.

The project provides high-quality technical support directly to country coordinating mechanisms (CCMs) and principal recipients (PRs) under the Global Fund's New Funding Model and for existing grants, as well as building capacity of consultants and regional partner organisations to provide such support. For more information on GMS, please see www.gmsproject.org.

In October 2013, MSH will be soliciting expressions of interest from qualified organisations to join the project as Tier 2 partners. They will be looking at organisations with capabilities and experience in one or more of four technical areas: Governance and Oversight; Programme and Financial Management; Procurement and Supply Management; and Monitoring and Evaluation.

The regions of interest for this solicitation may include: Asia Pacific, Eastern Europe and Central Asia (EECA), East Africa, West and Central Africa, Southern Africa, and Latin America and the Caribbean (LAC).
