The evaluation, which has already triggered high level reflection, planning and action within the organisation, included an in-depth analysis of progress against activities conducted during the PPA period (2008 – end 2010), attention to programmatic quality, as well as assessing how far the Alliance has gone towards mutually agreed outcomes from the PPA framework.
The evaluation found that “the PPA funding has had a profound effect on the Alliance’s organisational development… many of the steps it has taken to becoming a sophisticated, respected and highly professional organisation would simply not have been possible without the strategic funding received from DFID and other donors”.
It goes on to say, “the Alliance is making a significant contribution to
scaling up HIV services globally… the Alliance is working in 36
countries, in 11 of these it is reaching more than 20% of the people
specified in a particular universal access target”.
