Although the Philippines has a low HIV prevalence rate (0.04%) the rate is continuing to rise, particularly among high-risk groups like men who have sex with men (MSM) and people who use drugs. The rate of new infections continues to grow and in 2010 the Global Fund reported that the country is one of only seven in the world to have seen a 25% increase in HIV incidence.

It champions the integration of sexual reproductive health and rights (SRHR) in HIV programming through EC funding and has adopted a holistic approach to health promotion by broadening its scope to address wider health and development issues, including TB-HIV co-infection. For example HIV and TB testing, treatment and prevention services have been the main focus of the WHO funded ‘Reaching the Urban Poor’ project in Malabon City.
