Monitoring and evaluation

The Alliance is currently involved in a number of monitoring and evaluation projects.

The Alliance’s Frontiers Prevention Project aims to make a significant contribution to reducing HIV infections in relatively low-prevalence countries. The research and evaluation unit is conducting a comprehensive and rigorous evaluation of this programme. The results will help improve future programme design and implementation, both for the Alliance and for others working in HIV. The research and evaluation unit also commissions its own evaluations and responds to requests from other Alliance teams to undertake specific evaluations.

The Alliance is currently developing a comprehensive and streamlined monitoring, evaluation and reporting system for the organisation. Standardised process indicators using the Alliance Strategic Framework have been developed, and the system is individually managed by each country through an access platform. The system has been designed in order to:

  • ensure better understanding of what works and what doesn’t
  • systematically monitor progress in implementation of all Alliance-supported programmes
  • improve programme effectiveness
  • enable improved donor reporting
  • achieve a common understanding of monitoring and evaluation and reporting at all levels of the Alliance.

Another research and evaluation activity is that of providing country-specific technical support to increase monitoring, evaluation and reporting capacity at all levels of Alliance country offices, partners and non-governmental and community-based organisations. This also includes developing participatory monitoring and evaluation systems. The process involves developing appropriate goals and objectives/outcomes for each country, as well as identifying appropriate indicators (both qualitative and quantitative) and the best means of collecting this information. Some of these may involve, for example, small, nested research studies.

Lastly, some research and evaluation work is centred on providing timely and appropriate monitoring and evaluation support to Alliance secretariat staff (for example, proposal writing, country visits, job descriptions and terms of reference) and to achieve a common understanding of monitoring and evaluation and reporting at all levels of the Alliance.
