Discussion paper: Civil society and the 'Three Ones'

The International Council of AIDS Service Organizations (ICASO) and the International HIV/AIDS Alliance (the Alliance) are pleased to present a discussion paper on the ‘Three Ones’ for civil society members interested in this relatively new initiative to optimize and harmonize national HIV/AIDS policies and programmes. This discussion paper raises issues and questions that are emerging for civil society around the development of the ‘Three Ones’ initiative. It is based upon the practical experiences and strategic discussions of the Alliance and ICASO and their partners and members, working at local, national, regional and global levels. The ‘Three Ones’ is provoking questions and issues for civil society which the Alliance and ICASO hope can be addressed in this easily accessible discussion paper.
