Global Fund Grant to Ukraine: Real-time analysis of lessons learnt from appointment of temporary PR

Roger Drew is an independent consultant based in the UK who has been hired by USAID through the Synergy Project to document lessons learned from the situation and processes involved in the International HIV/AIDS Alliance acting as temporary PR for the Global Fund grant in Ukraine. His work includes seven visits to Ukraine over a 9 month period; the objectives of these visits are to cover the following thematic areas:

 

  • Set-up, staffing, structures, procedures
  • Subcontracting, onward granting and procurement
  • Stakeholders and support
  • Service delivery
  • Strategic Information
  • Success factors

Identification of key ‘success factors’ is a cross-cutting theme for all the visits being a focus of each trip. Similarly, time will be spent on each visit to identify issues which have arisen since the last visit.
