This document was prepared by the International HIV/AIDS Alliance at the invitation of UNAIDS as input into the early stages of the process for developing a new global HIV prevention strategy (PDF, 3.8mb).

It draws on the experience of our partners and Alliance staff in over 20 developing countries. The Alliance has amassed ten years experience in providing support to local responses to HIV and AIDS in the developing world. That experience shapes our comments and brings a sense of urgency to our call for the intensification of the global HIV prevention effort.

This document identifies some of the principal barriers to HIV prevention and sets out some recommendations for urgent and co-ordinated action to address these problems.
