Alliance staff member represents communities at Global Fund board

Javier Hourcade Bellocq, the Alliance’s Regional Representative for Latin America and the Caribbean, has started his term as board member of the Global Fund to Fight AIDS, Tuberculosis and Malaria. Javier is representing the Communities living with HIV/AIDS, TB and affected by Malaria delegation (communities’ delegation), and has taken over the role of board member after serving as alternate board member for the last 18 months.

The communities’ delegation’s mission is to bring the voices and issues of people living with HIV, tuberculosis and affected by malaria to the deliberations of the Global Fund board and its committees, and through this to ensure greater and sustained impact of the Global Fund at the community level.

The alternate/board member is chosen from the broader communities’ delegation pool, serving a term of 18 months as alternate before becoming a board member. The board/alternate member must be a person living with HIV, and must come from the 'global South' (or implementing block).

Roles and responsibilities

  • Participate fully in all meetings of the board
  • Participate in teleconferences and other virtual means of communications among the communities’ delegation, NGO delegations, other board members, communities, NGOs, networks and others;
  • Advocate for the participation of people living with HIV, tuberculosis and from communities affected by malaria in the design, implementation and evaluation of all policies and programmes at all levels of the Fund;
  • Maintain a focus on the needs of people living with HIV, tuberculosis and affected by malaria
  • Seek input from people living with HIV, tuberculosis and affected by malaria on key issues related to relevant documents
  • Consult with and report to the broader communities affected by HIV, tuberculosis and malaria before and after board meetings.
