Many HIV/AIDS projects consist of simple information dissemination accompanied by condom distribution, but increased awareness often does not lead to reduced transmission rates. The HIV/AIDS response needs to move beyond awareness-raising, towards activities that reduce vulnerability and ensure behaviour change, such as empowering women to overcome cultural barriers to discuss sex and negotiate condom use.

This publication reports on the first year of “Community Lessons, Global Learning”, drawing on a programme of seminars in six countries, to share experiences and lessons about responding to HIV/AIDS. Its recommendations include promoting and funding research to develop a more strategic understanding of, and dialogue about, the links between HIV prevention and development, gender, sexuality and community participation.
